About Us

Institut Penyelidikan Pendidikan Tinggi Negara (IPPTN) or the National Higher Education Research Institute was proposed by Majlis Pendidikan Tinggi Negara (MPTN), which was established under the National Council on Higher Education Act 1996 (Act 546) to undertake the functions of planning, formulating, and determining national policies and strategies, as well as coordinating, promoting, and facilitating the development of higher education in Malaysia.

      50 Tahun Pembangunan Pendidikan Tinggi di Malaysia (1957–2007)

      Memandangkan sehingga kini tiada sebuah buku pun yang membincangkan tentang pendidikan tinggi di Malaysia secara khusus, maka buku ini bertujuan untuk membicarakan secara menyeluruh dan komprehensif aspek-aspek penting tentang pendidikan tinggi di Malaysia. Aspek tersebut yang setiap satu menjadi topik utama bab buku ini ialah sejarah, falsafah, tokoh, cabaran semasa, hala tuju, dan perancangan masa depan pendidikan tinggi. Bersempena dengan 50 tahun kemerdekaan negara, maka penulis memberikan penekanan khas kepada tempoh masa dari tahun 1957 hingga 2007, walaupun perbincangan tidak terbatas kepada ruang lingkup masa tersebut seperti yang terdapat dalam bab pertama berkenaan sejarah perkembangan pendidikan tinggi di Malaysia dan bab terakhir yang membicarakan tentang perancangan pendidikan tinggi pada masa depan. Dengan memuatkan perbincangan tentang falsafah pendidikan tinggi, peranan dan sumbangan tokoh pendidikan tinggi negara, serta cabaran semasa dan hala tuju pendidikan tinggi Malaysia, penulis berharap buku ini mampu menjadi bahan rujukan asas tentang pendidikan tinggi di Malaysia.

      Taking into account that to date, there is not a single book that deals specifically on the subject of higher education in Malaysia, this book aims at discussing the subject in a comprehensive manner. As such, it covers several important aspects concerning it. The selected aspects are the history, philosophy, prominent figures, current issues and challenges, future direction, and planning of higher education in Malaysia. Each of these aspects constitutes the main focus of discussion of the six chapters of this book. In conjunction with the 50years celebration of the nations independence from British colonial rule, the writers have paid special emphasis on the period from 1957 to 2007. However, the discussion goes beyond this period as demonstrated by the first chapter that deals with the development of higher education which predates independence, and the final chapter which explores the issue of planning for the future. By examining the specific aspects involved in the development of higher education in the country, it is hoped that this book will provide the important and relevant discussion of the subject and thereby, lends itself to be a useful reference for those who wish to read and learn more about higher education in Malaysia.

      The western higher education model has been a dominant force in global higher education for decades. Currently, however, there are efforts in some countries of the South to break away from the clutches of the dominating western model. Such effort is entrenched in the belief that globalization and internationalization should not be embraced at the expense of local knowledge and identity. But what models are possible for them? And how have they developed? To what extent have they actually managed or even intended to break away from such model? What are their current and future challenges especially with respect to quality, accountability, shrinking public funding and economic downturn?
      These are some of the questions that motivated the publication of this book. The various chapters in this book are compiled from selected papers presented at GHEF 2009; a forum which was held to serve as a platform for debates and discussions on higher education that recognize the different characteristics of higher education institutions and systems in different regions. In general, the various chapters have explicated major challenges faced by some of the countries of the South in their effort to develop their respective higher education system. They expose varied issues faced by different regions with the present global economic downturn as the backdrop. Written by renowned scholars from various countries, this book is especially recommended for researchers in the area of higher education development.
