PCHELM: Fostering Talent Excellence in Higher Education Leadership and Management
On 20 September 2023, an Appreciation Ceremony for the Professional Certificate in Higher Education Leadership and Management (PCHELM) took place at the Higher Education Leadership Academy (AKEPT), Bandar Enstek, Negeri Sembilan. This event celebrated the first group of 22 participants of PCHELM who have attended the programme in a hybrid mode (online and physical) for nearly 4 months, from 3 June to 19 September 2023.
The conception and planning of the PCHELM programme began in 2021. PCHELM is a professional development programme primarily aimed at boosting excellence in leadership and management skills for academic and non-academic administrators from Malaysian higher education institutions and allied higher education agencies.
PCHELM is a professional development programme organised in strategic and mutualistic collaboration between the National Higher Education Research Institute, Universiti Sains Malaysia (IPPTN, USM), Higher Education Leadership Academy (AKEPT), and the Malaysian Qualifications Agency (MQA).
Modules and activities are designed in line with the Malaysian and global contexts to be offered to potential higher education leaders in the country as preparation for systematic and critical thinking, aligned with the dynamic higher education ecosystem. This ecosystem, influenced by the current global VUCA situation described as Volatile, Uncertain, Complex, and Ambiguous, requires leadership talent transformation and management evolution so that higher education institutions can be competitive, adaptable, and resilient in driving excellence and sustainability. These elements have been considered and manifested through structuring objectives and content for the five main PCHELM modules: Higher Education and Development; Funding and Financing; Institutional Governance and Management; Leadership; and Quality Assurance and Accreditation.
Mr. Mohd Azizudin Mohd Shariff, Senior Deputy Registrar, Human Resources Department, represented Prof. Dato’ Ir. Dr. Abdul Rahman Mohamed, FASc. Vice-Chancellor, Universiti Sains Malaysia, to deliver the Welcome Speech for the PCHELM Appreciation Ceremony. Also present were Ts. Dr. Rohayati Mohd Isa, Director of IPPTN, USM and Head of the PCHELM programme, Assoc. Prof. Dr. Azila Ahmad Sarkawi (Acting Director), Deputy Director of AKEPT Leadership Development Centre, Mr. Mohammad Dzafir Mustafam, Senior Director of Policy Development and Expertise, MQA, and the instructors of PCHELM.
