9th Global Higher Education Forum 2025 (GHEF2025): Forging the AI Horizon in Higher Education

The 9th Global Higher Education Forum 2025 (GHEF 2025) successfully took place from 4–6 November 2025 at the Putrajaya International Convention Centre (PICC), held in conjunction with the Festival of Ideas Putrajaya 2025. Organised by the Ministry of Higher Education Malaysia (MOHE) and Universiti Sains Malaysia (USM), with support from IPPTN, the event gathered global experts, policymakers, industry leaders, and researchers to shape the future landscape of higher education.

Carrying the theme “Forging AI Horizon in Higher Education”, GHEF 2025 emphasised the transformative impact of artificial intelligence (AI) on learning, governance, research, and talent development. The forum highlighted how AI and emerging technologies are redefining competencies needed for future graduates and reshaping the role of universities in an increasingly digital world.

Over the three-day event, GHEF 2025 featured keynote speeches, high-level panel forums, research presentations, and an AI exhibition, showcasing innovative applications and solutions for education and society. Nearly 200 research papers were presented by local and international delegates, reflecting active knowledge exchange and collaboration across disciplines.

Discussions explored crucial topics including AI policy and governance, cybersecurity, digital talent development, and the readiness of higher education institutions to adopt advanced technologies. The forum also aligned with Malaysia’s broader mission to accelerate digital transformation in the education ecosystem.

GHEF 2025 concluded with a forward-looking call to strengthen global partnerships, encourage responsible innovation, and build an inclusive future for higher education—one that embraces technology while upholding human values and academic integrity.
