Professional Certificate in Higher Education of Leadership & Management (PCHELM)

The Professional Certificate in Higher Education Leadership and Management (PCHELM) is a professional development programme organised by the Higher Education Leadership Academy (AKEPT), the National Higher Education Research Institute (IPPTN), Universiti Sains Malaysia (USM), and the Malaysian Qualifications Agency (MQA). The modules and enrichment activities are designed with the profile of Malaysian higher education leaders and administrators in mind to provide a systematic way to make sense of the complexities of the higher education system and challenges unique to their institution.

Event: Policy Discourse: Leadership And Management Outlook Towards An Asean Higher Education Space

Higher education has a pivotal role in the community-building process in the Southeast Asia region. It serves as a key modality contributing to ASEAN's agendas' development, integration, and connectivity. The development of a common higher education space, a more systematic approach, and concrete collective action are prioritised to achieve shared ASEAN regional objectives. The 'Roadmap on the ASEAN Higher Education Space 2025 and its Implementation Plan' was officially launched on 27 July 2022, envisages a resilient and sustainable ASEAN higher education space that enables greater harmonisation and internationalisation of the region's higher education systems, significantly enhancing people-to-people connectivity and supporting ASEAN community building. The roadmap aligns and contributes to the ASEAN Community Vision 2025 and the strengthening of future resilience through enhanced people-to-people connectivity and improved access and recognition of a common higher education space in Southeast Asia. 

Leadership and management in ASEAN higher education space focus on creating a unified space that supports cooperation and collaboration between institutions, promotes student and faculty mobility and enhances education quality, equity and relevance. To achieve this, leaders' and managers' roles are crucial in fostering cross-border initiatives to create a dynamic and competitive higher education sector that supports human capital development and contributes to the region's economic and social growth. Hence, the ‘POLICY DISCOURSE: LEADERSHIP AND MANAGEMENT OUTLOOK TOWARDS AN ASEAN HIGHER EDUCATION SPACE’ aims to serve as a discourse in envisioning the transformational of HEIs leadership and management in underpinning a common higher education space in Southeast Asia and seeks to answer the following questions: 

  • What is the common higher education space in Southeast Asia? Why does this region need this? What is the 'Roadmap on the ASEAN Higher Education Space 2025', and how will it be implemented? 
  • What are the implications of establishing the regional higher education space for the Malaysian higher education ecosystem? 
  • What are Malaysian higher education institutions' leadership and management roles in thriving in this common space?
